The Government has paused decisions on the 18 local government reform proposals submitted through the Head Start pathway. Cabinet decisions were expected this month.
Local Government Minister Simon Watts and RMA Reform Minister Chris Bishop said further work is needed on issues including representation, governance and the transfer of regional functions. Cabinet is now expected to consider the proposals in early 2027, with any approved reforms still intended to be in place ahead of the 2028 local elections.
Work will also continue on a separate backstop process for regions that do not progress through Head Start.
The pause follows the Government’s earlier three-month deadline for councils to develop proposals for potential amalgamation or new unitary authorities, by August 9.
