Briefing Paper

The Property Council Briefing Paper has been produced to provide stakeholders – many of whom are unfamiliar with the property industry – with a simple guide to the challenges faced, solutions available and potential impact on New Zealand.

The document outlines five key workstreams: 

  1. Foster stronger relationships with the property sector 
  2. Improve local government funding and financing 
  3. Fairer investment in infrastructure 
  4. Connect regional planning and transport; and 
  5. Increase housing supply and improve consenting. 

Singing off the same song sheet nationwide also helps ensure consistency across our national and regional advocacy workstreams. It is a working document that will evolve over time as policies are announced and issues arise, with the current version available for download by members upon logging in here. 👉

On 24 September 2026, Property Council submitted to Auckland Council on Plan Change 120: Housing Intensification and Resilience (“PC120”). Why this matters to our members Our members that operate in Auckland agree that enabling focused intensification within walkable, accessible and transit-oriented locations will provide opportunities to meet Auckland’s urgent housing and growth demands, improve transport and infrastructure efficiency, and reduce urban sprawl. Our view Our members support the proposal to provide capacity for 1.5-1.7 million homes in areas that are walkable and/or have good access to public transport networks. Our members consider more intensification in Auckland’s suburban centres and a more proportionate approach to natural hazard risk management would support greater housing diversity and better outcomes for communities. On 4 September 2026, Property Council submitted to the Ministry for Cities, Environment, Regions and Transport (“MCERT”) on the Report of Investigations into Restrictive Residential Provisions (“The Report”) in the Hamilton City Operative District Plan (“ODP”). Why this matters to our members Our members that operate in Hamilton agree that a number of the provisions investigated in the ODP are unnecessarily prescriptive and have the potential to increase development costs, reduce design flexibility and constrain development capacity. Our view Our members support good urban design, environmental outcomes and future-proofed infrastructure but this does not necessarily require prescriptive one size fits all requirements. On 24 August 2026, Property Council submitted to the Electricity Authority on the Further reform of distribution connection pricing – Issues paper. Why this matters to our members The Electricity Authority is progressing an enduring framework for connection pricing beyond the 2030 expiry of the interim balance point framework. Upfront connection charges can often be quite high with a lack of transparency, fairness and certainty in how connection charges are calculated, quoted and applied. Our view Property Council largely supports the consultation’s options for reform. Options A1-A7 (costing methodologies) and Options B1-B9 (allocation methodologies) will together form a strong foundation for an enduring, nationally consistent framework.
