Property Council New Zealand welcomes Caroline McDowall to the National Board

Property Council New Zealand is pleased to announce the appointment of Caroline McDowall, General Manager of the Housing Delivery Group at Kāinga Ora, to its National Board as a Director, effective 14 March 2025. She will assume the Industry Leader – Owner/Developer role, recently vacated by Patrick Dougherty. 

We sincerely thank Patrick for his dedicated service over the past four years, during which he played a key role in guiding the organisation through transformational change. 

Caroline brings over 25 years of experience in commercial property banking, finance, project management, and development across the private and public sectors. At Kāinga Ora, she leads initiatives to engage with the private sector in delivering healthy, cost-effective housing solutions for New Zealanders in need. 

Her expertise in driving productivity and ensuring value-for-money public housing will be invaluable to the Property Council’s advocacy efforts. Caroline’s appointment reinforces our commitment to fostering strong industry partnerships and shaping a thriving, sustainable property sector.
