Property Council submission on the Going for Housing Growth Discussion Paper

On 15 August 2025, Property Council submitted to the Ministry of Housing and Urban Development and the Ministry for the Environment on the Going for Housing Growth Discussion Paper.

Why this matters to our members

The Going for Housing Growth work programme is designed to support the new resource management system and respond to New Zealand’s housing challenges. The proposed changes aim to unlock land for development, streamline consenting processes, attract investment, and enable the delivery of more homes.

Our view

Overall, Property Council supports the Going for Housing Growth Discussion Paper. Proposals such as the introduction of spatial plans and a Planning Tribunal will help establish a strong foundation for urban development under the new resource management system. However, we have provided recommendations where we see the proposals require adjustments. Property Council looks forward to engaging with the Government on the next phase of the reforms.
