Draft Hamilton Special Housing Areas Policy - 2017

The purpose of the Hamilton Special Housing Areas Policy (the Policy) will be to guide Hamilton City Council and the development community in applying the Housing Accords and Special Housing Areas Act 2013 (the HASHAA).

Property Council has reviewed the draft Policy and we have some concerns, primarily that it is not as enabling as it could be. We have made a submission in which we recommend specific changes to the draft Policy to ensure:

  • the HASHAA is better applied
  • housing supply (and, by extension, housing affordability) in Hamilton are enhanced.

The draft Policy is, nonetheless, a good start in that it acknowledges the commercial reality that developments will need to be profitable if the establishment of special housing areas is to increase residential land supply in Hamilton.
