The Draft National Infrastructure Plan 2025

Property Council’s Advocacy team recently submitted on the Draft National Infrastructure Plan, supporting the Commission’s intention to deliver a more strategic, long-term and coordinated approach to infrastructure investment. With infrastructure playing a foundational role in urban development, we welcomed proposals to improve delivery, encourage investment and align long-term needs with spatial planning. 

In our submission, we advocated for a balanced and sustainable funding model that protects housing affordability, avoids over-reliance on development contributions and prioritises asset maintenance. We also called on the Commission to refine its “fully fund” user-pays approach, consider the implications of congestion charging and ensure private investment is not deterred by project transparency proposals. Additionally, we encouraged stronger support for Build to rent, PPPs and international investment through policies like Investment Boost. 

We’re excited to see this project as a step towards greater pipeline certainty and bipartisan support for the infrastructure sector. New Zealand’s Infrastructure needs greater commitment and certainty so we can deliver well-timed and well-located infrastructure that will support our housing and economic growth.
