RMA Reform: Consultation open on National Direction Proposals

The Government has launched public consultation on a suite of proposed updates to national direction under the Resource Management Act 1991 (RMA) – a key move to improve the system’s performance and provide greater clarity for councils, planners, and the property sector.

National direction plays a critical role in guiding local authority decisions and ensuring consistent application of planning rules across the country. For our sector, that means more certainty, less red tape, and better-informed investment decisions.

The consultation is divided into four packages:

  • Package 1: Infrastructure and Development (including Natural Hazards)
  • Package 2: Primary Sector (including Highly Productive Land)
  • Package 3: Freshwater
  • Package 4: Going for Housing Growth (consultation launching early June)

📅 Submissions for Packages 1–3 close on Sunday 27 July

We want your input.

Over the coming weeks, Property Council will be reviewing the proposals in depth. We’ll be working closely with our Resource Management System Taskforce to shape our submission and ensure your voice is heard.
