Proposed Changes to PC120: Planning Certainty Needed for Housing Delivery

What is PC120?
Plan Change 120 (PC120) is Auckland’s intensification planning policy, designed to enable housing supply through changes to zone standards and development rules.

The Minister for RMA Reform has announced proposed changes to Plan Change 120 (PC120), Auckland’s intensification planning framework. As part of this announcement, the Government has indicated that the previously signalled target of two million housing capacity may no longer proceed.

While full details of the proposed amendments have not yet been released, it is expected that any changes will take effect once Cabinet finalises revisions to the Resource Management Act.

Property Council New Zealand has responded, calling for stability and certainty in planning settings. In comments to BusinessDesk, we emphasised that:

“Planning certainty is critical. Any revisions to PC120 should avoid unintentionally slowing the delivery of homes or limiting intensification where it makes sense.”

“With construction costs already high, a clear and consistent planning framework is essential to ensure that new housing can continue to be built efficiently and affordably.”

Property Council will continue to monitor developments and engage with government and stakeholders as more detail becomes available.

A recipient of both the Prime Minister’s Scholarship for Asia and the Prime Minister’s Scholarship for Latin America, Leonard is also a member of the Asia New Zealand Foundation’s Leadership Network and an Adjunct Associate with Principal Economics.
