Zion Apartments shows how medium-density housing can respect and enhance a low-rise neighbourhood. Built for Kāinga Ora, the development’s thoughtful design earned it a Merit award at the 2026 Property Industry Awards.
In a suburb defined by modest, single-storey homes, increasing density without disrupting neighbourhood character is no small task. Yet in Tāmaki Makaurau Auckland’s Birkenhead, Zion Apartments demonstrates how medium-density housing can sit comfortably within its context — and even elevate it.
Built for Kāinga Ora by Elaman Property in collaboration with SGA (Strachan Group Architects), the development comprises 15 one-bedroom apartments across two compact, three-storey blocks on a prominent ridgeline site. From the street, the buildings present as warm and composed, with sunlit brickwork in soft golden tones, balconies wrapped in cream metal cladding and lush landscaping.
Positioned to take advantage of views toward Rangitoto, the apartments connect residents not only to their immediate surroundings, but to the wider Auckland landscape. That connection is reinforced by the site itself. It’s elevated, open and bordered by established pōhutukawa, offering a sense of outlook and maturity often absent in new developments.
The project’s success lies in its careful negotiation between density and liveability. Rather than presenting as a single mass, the design splits the programme into two buildings organised around a landscaped courtyard and car park. A shared open stairwell connects the two buildings. More than a circulation route, it creates a common zone where residents naturally cross paths — encouraging everyday interaction and a sense of community.
This emphasis on connection reflects Elaman’s broader ambition to create not just housing, but a place where residents feel a sense of ownership and belonging. “Zion Apartments demonstrates how well-considered design can create resilient, community-focused housing that enhances Auckland’s urban fabric,” states Elaman.
The use of colour has been carefully considered with these apartments built across a duo of three-storey blocks. From the soft hues of the façade’s patterned brickwork to the bright yellow handrails and signage, it comes together in a grounded sense of welcoming warmth.
Designing for Kāinga Ora requires working within defined material and performance frameworks to ensure durability, consistency and liveability. Zion Apartments’ concrete and blockwork structure provides acoustic separation between homes — supporting comfortable living in close proximity — as well as being made to last.
Across the building, materials are selected for low maintenance and long-term performance, allowing the homes to remain practical and easy to manage over time. Within these parameters, the focus is on creating safe, functional housing that supports residents’ wellbeing — addressing the everyday realities of shared living through thoughtful, inclusive design.
There are playful moments, too. The façade’s warm, patterned brickwork, cream-toned aluminium fencing and balustrades and bright yellow handrails and signage all add personality and bring shared spaces to life. The apartments are all oriented to maximise natural light and support solar gain, with particular care taken to avoid overheating through effective cross-ventilation.
What was once a flood-damaged, derelict site has been transformed into a resilient and efficient residential development. Elaman Property worked closely with Council and consulted with local iwi as part of the resource consent process, with a strong emphasis on respecting the site’s natural context. Durable materials reduce the need for replacement over time, while the retention of mature pōhutukawa anchors the project within its landscape. Its proximity to Birkenhead’s shops and public transport enabled a reduced parking provision, allowing more space for landscaping and communal areas.
Zion Apartments ultimately demonstrates that well-designed social housing need not compromise on quality or character. Instead, it shows how thoughtful, well-executed design can create housing that is not only functional but genuinely uplifting.
