Part One: What’s happening in Local Government?

So far this year, Property Council has submitted on a wide range of Local Government consultations.

We’ve submitted on topics ranging from Annual Plans, Long Term Plan Amendments and Development Contribution Policies.

This time of year is when Local Government tends to make decisions that shape the property sector. The table below shows key outcomes across the regions:

Auckland Council
2022 Annual Plan. Included $1 billion Climate & Transport package.
Broadly supportive. We recommended the use of unspent Regional Fuel Tax funds to reduce the cost to ratepayers of the Climate & Transport package.

Supportive. We commended Hamilton for strong alignment with the Long Term Plan.

2022 Annual Plan
Supportive. We commended Waipa for strong alignment with the Long Term Plan.

Serious concerns regarding proposed increases to commercial rating differentials.

Supported the Civic Precinct Masterplan and the use of SPV’s for the Transport System Plan and Tauriko West development.

2022 Development Contribution Policy
Supported elements of the policy. Deeply concerned about the use of city-wide DC's for community infrastructure.

2022 Annual Plan and Amendments to Long Term Plan
Serious concerns regarding proposed increases to commercial rating differentials.

Revenue and Financing Policy
Did not support all proposed changes including removal of public transport differential out of Funding Impact Statements.

Broadly support but concerns regarding proposed vacant site differential.

Strongly supported continuing with the Te Kaha Arena

Broadly supportive. We recommended further analysis to the Climate and Biodiversity Plan to prioritise more actions and a slight rates increase.
