New Auckland Council function appointments following CCO integration

The General Managers appointed to lead each of the new council functions are: 

Patrick Dougherty as General Manager of the Auckland Urban Development Office, Pam Ford as General Manager for the Economic Development Office and Ian Wheeler as General Manager of the Property Department.

Patrick Dougherty, General Manager, Auckland Urban Development Office

Patrick has more than two decades of experience managing large-scale urban development. Most recently, he was General Manager Construction and Innovation for Kāinga Ora – Homes and Communities, where he oversaw nationwide public housing construction.Having previously sat on Property Council New Zealand’s National Board,  Patrick brings a wealth of knowledge and expertise to this crucial role.

Pam Ford, General Manager, Economic Development Office  

Pam is widely respected as a passionate advocate for Auckland’s economic growth. Over the past decade, she has led major economic development initiatives at Tātaki Auckland Unlimited, most recently as Director of Economic Development. Pam’s earlier career includes senior roles with New Zealand Trade and Enterprise and private sector organisations – bringing a wealth of experience and leadership to this new role. 

Ian WheelerGeneral Manager, Property department

Ian was previously Chief Operating Officer of Eke Panuku where he oversaw the leadership, planning and delivery of the council’s urban regeneration and capital delivery programme. Ian previously held senior property management and development roles at Auckland Council and Housing New Zealand Corporation. Ian’s 30 years’ experience in the property industry includes management and governance roles within the private, public, and not-for-profit sectors in New Zealand and abroad. 

Colliers celebrate two promotions

John Davies

Experienced commercial real estate professional John Davies has returned to Colliers as a Broker in the Investment Sales team and will be based in Auckland CBD.

Davies has brokered more than $1 billion worth of commercial deals across Auckland and nationwide with a particular focus on properties in the $5 million to $50 million dollar bracket across all commercial asset classes.

Sam Murphy

After gaining valuable experience as a Team Assistant, Sam Murphy has moved into a brokerage role in the Colliers West Auckland team, specialising in industrial sales and leasing.

Murphy joined the business in 2024 and learned the intricacies of the West Auckland commercial property market working under Nelson Raines, General Manager at Colliers West Auckland, and Director of Investment Sales Caroline Cornish.

Oceania welcome Michelle Baker as new Chief Customer and Services Officer

Michelle has an extensive background in customer experience and operational leadership, having held senior roles at Levande, Bupa, and Regis Aged Care. Throughout her career, she’s been dedicated to enhancing the lives of older people through compassionate care, innovative services, and a strong focus on resident wellbeing. 

At Oceania, Michelle will lead the passionate operations team, with a focus on elevating customer experience and ensuring every resident and their family feels supported and valued throughout their journey with Oceania.

GHD appoints Ian Fraser as Chair

GHD have recently appointed their new Chair, Ian Fraser who is taking up an important leadership and governance role for the employee-owned company. Ian brings a global perspective, with a 30+ year career spanning New Zealand, the USA, the Pacific, Southeast Asia, South America, and Mexico. 

“It’s an immense honour to take over as Chair as GHD approaches its centenary in 2028,” Ian says. “I am focused on the continued evolution of our business, driven by our commitment to our clients and our investment in developing the outstanding technical capabilities of our people.”  

Ian succeeds Rob Knott, who is retiring after chairing the company since 2017.
