Auckland Plan Change 120: Intensification Meets Resilience

Auckland Council has released documents for public consultation on Plan Change 120: Housing Intensification and Resilience (PC120)which is open from 3 November to 19 December 2025.

There are three major components to PC120:  
  • PC120 is fast-tracked procedurally with the creation of an Independent Hearing Panel that will consider the planning changes. Four of the appointments will be from the RMA Minister and the remaining from Auckland Council. 
  • Intensification aligned with the National Policy Statement on Urban Development which expands housing capacity by targeting density near city and suburban centres and through public transport corridors.  
  • Natural Hazard integration – new risk management framework was integrated based on the 2022 Auckland floods to consider how natural hazard risks affect the planning system. 

The new Plan Change 120 map viewer has updated mapping to reflect where there are risks identified to property across Auckland and zoning changes. Property Council broadly welcomes these changes as they provide more flexibility in contrast to MDRS, but with sufficient density and housing targets that still accommodate around two million dwellings. We are still waiting on the release of risk-related hazard mapping and have reached out to Auckland Concern with our concerns.
