Briefing Paper

The Property Council Briefing Paper has been produced to provide stakeholders – many of whom are unfamiliar with the property industry – with a simple guide to the challenges faced, solutions available and potential impact on New Zealand.

The document outlines five key workstreams: 

  1. Foster stronger relationships with the property sector 
  2. Improve local government funding and financing 
  3. Fairer investment in infrastructure 
  4. Connect regional planning and transport; and 
  5. Increase housing supply and improve consenting. 

Singing off the same song sheet nationwide also helps ensure consistency across our national and regional advocacy workstreams. It is a working document that will evolve over time as policies are announced and issues arise, with the current version available for download by members upon logging in here. 👉

On 19 December 2025, Property Council submitted to Auckland Council on Plan Change 120: Housing Intensification and Resilience (“PC120”). Why this matters to our members More density across the city will lead to greater housing affordability, better urban development, and higher productivity, supporting growth in existing and new communities through meaningful engagement. Our view Property Council supports various aspects of PC120, including the broad intensification of Auckland across walkable catchments, town centres and metropolitan areas. However, we have concerns about some aspects of PC120. As it stands currently, PC120 lacks clarity and detail about how various proposed provisions will be implemented, especially those related to specific urban design requirements, and natural hazard overlays. Property Council submission to the Electricity Authority on reducing barriers for new connections

On 18 December 2025, Property Council submitted to the Electricity Authority on the reducing barriers for new connections consultation. This consultation seeks feedback on proposals to address inefficiently high up-front charges some face when wanting to connect to distribution networks. It should be noted that this consultation is seeking feedback on an interim solution ahead of possible further changes to be made to connection pricing in 2030. Why this matters to our members Property Council supports the Electricity Authority’s intent to regulated high up-front connection charges and distributor obligations. This study looks to enable growth along the Hamilton to Tauranga transport corridor and seeks feedback on potential options and scenarios. Why this matters to our members Property Council supports the spatial study as an important step toward a long-term spatial strategy for the Waikato-Bay of Plenty region. It is crucial that this region shares a coordinated approach to residential, commercial and industrial development.
