Welcome to the South Island Branch
The South Island is on the cusp of a new era with some of the country’s largest ever projects set to grow and enhance our city centres. Our region will see the rollout of key regeneration projects for Christchurch’s city centre and the first stage of Dunedin’s new public hospital build. These projects reflect the vision, commitment and leadership of our members and the strength of our communities.
The often talked about opportunities that would arise, particularly in tourism, hospitality and retail are now fast becoming a reality, and these will continue to drive the South Island’s economy. In Christchurch, the Global Settlement was an important milestone and we’ll continue to work towards the city’s return to local leadership by engaging and assisting local and central government, and key regeneration agencies. The vision of the Blueprint and Central City Recovery Plan is coming to life in central Christchurch. It reflects the vision, commitment and leadership of property, New Zealand’s largest industry. We have a reshaped city; now it is time to make it thrive.
Our members will benefit from our advocacy across multiple topics as we go into bat on their behalf to open the doors for further development and supporting infrastructure. Key areas include:
- Building system reform
- Resource management reform
- Infrastructure funding and procurement
- Local authority funding (including vigilance in respect of inequitable funding models)
These issues will have a huge impact on the future of the property sector and it’s our job to ensure that the collective voice of our members is heard by policy makers.

In March 2020, National Council signed off the Property Council's advocacy priorities for the year, including the South Island Branch priority, which encompasses the Otago Chapter:
South Island Branch Executive
The South Island Branch Executive volunteer their time to serve our members in the South Island. They make sure your voice is heard by both central and local government on issues that could have a profound effect on your business. In the past year these 19 individuals have gifted over 600 hours, lobbying for bold thinking and greater clarity from policy-makers and hosting over 2,000 people at over 20 local events.
The Branch Executive members also represent the local membership across a variety of working groups and panels, from the CCC Development Board to the Urban Design Panel and the Urban Development Authority Strategy Group.
James Riddoch | Branch President
James is an experienced commercial lawyer with particular expertise in construction and infrastructure, property development and social housing.
Currently a Principal at Greenwood Roche, James previously spent 11 years practising in London where he was recommended by the UK Legal 500 for his work in development in the social housing sector.
Simon Taylor | Vice President
Simon is General Manager and a Director of Cosgroves a New Zealand wide consulting engineering practice. His career has been spent in the UK and NZ and he has worked for some of our industry's leading engineering firms including Aurecon and MWH. As a Chartered professional engineer, having a master’s degree from Heriot Watt University in Edinburgh and extensive building experience and industry knowledge, Simon adds enormous value to the Executive.
James Jackson | Vice President
James is a Development Manager for Ngāi Tahu Property and has been on the South Island Branch Executive since 2017.
He has over 15 years construction and management experience and has worked for large commercial contracting firms and specialist consultancies. James has successfully delivered a diverse range of projects including large scale retail centres, various commercial offices, residential and heritage building redevelopments.
Notable projects include Te Hononga (Christchurch Civic Building) and the Pita te Hori Centre development in Christchurch's Central City.

Branch Executive Internship
The Property Council South Island Executive Internship is designed for those who aspire to board-level roles and have an interest in corporate governance. It allows an Intern to gain valuable experience by having a non-voting seat at the Executive table for approximately 24 months from November 2020.
This is part of the South Island Branch strategy to broaden the pool of possible Executive members, and benefit from a fresh perspective, whilst the experience will equip the successful applicant with practical tools, processes and insights into the governance of Property Council.

South Island Education Trust
The South Island Education Trust was established in 2005 by Property Council to promote and support the education of students studying property, and to people employed in the industry.
In 2010, the Education Trust commissioned Lincoln University Commerce Faculty's Property Group to prepare the Christchurch Central Business District Survey of Retailers. This survey renewed debate on central city revitalisation, and highlighted the potential for more detailed research to be carried out.
Last year the Trust committed to supporting a student's Masters thesis at the University of Canterbury and has since re-launched its fundraising efforts to ensure the longevity of the fund.
