We are working hard to make a difference and have been pleased with the Branch's steady progress over the past 12 months, including:
- Advocating strongly against the proposed Tauranga City Council Commercial Rates Differential
- Promoting ongoing CBD and medium density consenting research strategies
- Hosting several sold out events, including the inaugural Bay of Plenty Property People Awards 2018, Marine Precinct Site Tour (Tauranga), The Changing Business Landscape (Rotorua), Corporate Golf Day (Tauranga) and Market Outlook 2018 (Tauranga).
We look forward to working together with business leaders and local authorities to continue to shape the region for years to come.

Bay of Plenty Branch Executive
The Bay of Plenty Branch Executive Committee volunteer their time to serve our members in the Bay. They make sure your voice is heard by both central and local government on issues that could have a profound effect on your business. In the past year these 14 individuals have gifted over 300 hours, successfully lobbying against increasing commercial rate differentials and hosting 11 local events.
The Branch Executive members also represent the local membership across a variety of working groups and panels, from meetings on Tauranga's SmartGrowth initiative, to the City Centre Action Group and other issue-specific advocacy groups.
Brooke Courtney | Branch President
Brooke is an experienced property lawyer and runs the Trust Law team at Sharp Tudhope in Tauranga. She was admitted to the bar in 2006 and joined the firm in 2015, becoming a Partner in 2016.
In her role, she acts for clients in all aspects of property law including residential, rural and commercial property sales, purchases, developments, subdivisions, leases, public works and land registration matters. Brooke also has a special interest in trust law, advising on trust structuring, management, trustee liability and beneficiary rights.
Brooke is a pragmatic and respected leader in the Bay of Plenty property community, dutifully dedicating hours of her time to champion the rights of local property owners, investors and managers and working collaboratively with local and central government policy makers to optimise growth of the region.
Property Council is honoured to have Brooke leading the Bay of Plenty Branch Executive for 2019.
Andrew Collins | Vice President
Based in our Harrison Grierson's Tauranga office, Andrew is responsible for leading the company's planning and urban design disciplines. He’s also sector leader for Health & Education, and Transport - Maritime & Energy.
Andrew has over 25 years’ planning and resource management experience, as well as considerable executive and strategic expertise. His dream job is alternating projects at a ski resort and a Pacific Island beach resort; but it’s being able to successfully negotiate his clients’ positions and avoid costly Environment Court proceedings that really make him happy.
Scott McKenzie | Vice President
Scott is Chief Executive Officer and Director of PMG Property Funds Management and is responsible for leading the Management, Investment and Digital arms within the Group.
Scott’s commercial and leadership experience in diverse businesses across New Zealand and the United Kingdom over the past 20 years perfectly positions him to add enormous value to the Branch Executive.
Scott holds a Bachelor of Commerce, Agribusiness Management, and Valuation at Lincoln University, and a Postgraduate Diploma in Business Management from Waikato University. He has held various management and leadership positions with ASB Bank, Royal Bank of Scotland, and BNZ managing a regional team with responsibility for revenues of $25m and over $1b of assets.
Appointed to the PMG Property Funds Management Board in 2015, Scott is a Director of PMG Property Funds Management Limited and holds a number of personal directorships. Scott is Vice President for the Bay of Plenty Branch of Property Council New Zealand, the Institute of Directors, Enterprise Angels and sits on the Investment Committee for Purpose Capital Impact Fund.

The Bay of Plenty Branch is fortunate to be managed by Vicky Williamson, one of Property Council's longest-standing employees who has developed a passion for property and the people of the Bay of Plenty Branch. Enormously loyal to our local members, Vicky's expertise is of such a high calibre that she wears two hats within Property Council; the first as Bay of Plenty Branch Manager and the second as Branch Operations Manager, leading our team of six local Branch Managers and acting as a conduit between the regions and our wider team.
