In conversation with Leonie Freeman, Minister Williams discusses the hottest topics affecting property and infrastructure development – both nationally and locally – under her watch.

You’ll hear from the Minister about:

  • Her immediate priorities in the Building and Construction, and Associate Housing portfolios – including the availability and procurement of social and public housing, and construction workforce shortages.
  • The Government’s vision for Christchurch’s major new projects and the pace and scale of future development, following significant government investment already in the city’s rejuvenation.
  • Progress on the latest building legislative reforms – the Building Amendment Bill, MBIE’s review of the Building Code, and the Building for Climate Change work programme.

Hon Poto Williams
Minister for Building and Construction, Associate Minister of Housing (Public Housing)
Hon Poto Williams is the Labour Member of Parliament for Christchurch East, where she lives. Poto became the MP for Christchurch East at a by-election in November 2013. She is now the Minister for Building and Construction, Minister of Police, Associate Minister for Children and Associate Minister of Housing (Public Housing).
After gaining an MBA and Graduate Certificate in Research Methods from Manukau Institute of Technology and Southern Cross University, Poto has worked in and managing community health and community mental health services, residential disability services, working with single parent families, youth services, family violence and refuge. Working in mental health provided the opportunity to engage in strengths based, recovery focussed and client centred work, which has guided her practice ever since.
Poto is the very proud mother of Terai, grandmother of Bodhi and a member of a very large extended family in New Zealand, Australia and the Cook Islands.


Leonie Freeman
CEO, Property Council New Zealand

A well-respected industry leader, Leonie has extensive experience in the New Zealand property industry, having held top positions in both the public and private sector. From creating the concept of what is now, to buying and transforming her own residential property management business, helping establish the new Auckland Council, and managing asset development for Housing New Zealand, there’s not many areas of property that Leonie has not touched. 

In 2011, Leonie was appointed to the board of NZX listed company Goodman Property Trust, and up until her 2018 appointment as Property Council’s Chief Executive, she dedicated her time to leading an independent philanthropic initiative to solve Auckland’s housing crisis. 
Leonie holds a Master of Commerce, majoring in valuation and property management and is a life member of the Property Institute of New Zealand, a chartered member of the Institute of Directors, and a member of Global Women. In 2017 she was awarded the Property Institute’s Supreme Property Award, the Property Council Auckland Property People Judges Choice Award, and was a finalist in the Westpac Women of Influence Awards.
Leonie is also an accomplished boxer, with her sparring partners bearing the brunt of her excellent strategic planning skills.
